MCP Charset tests for translated error messages #34018
Description
Follows on from 33710
Enable the test for non-latin multi-byte characters in built-in error messages returned to the client when the locale is set to another language.
The logic has already been added in this PR, however the test is disabled until the nlsprops files have updated translations. Once the translations are updated, the issue can be complete.
