The proposal is to extend resource /3/0/5 with an optional argument to communicate factory reset behavior that is required in the utility industry:

• No Argument or Argument = 0 indicates that the Client MUST preserve its IDevID upon factory reset.
• Argument = 1 indicates that the Client MUST preserve both IDevID and LDevID upon factory reset.
