Internal JAR dependencies break when JARs are contributed in fragments #30

This shows up in the Notes p2 repo, where com.ibm.rcp.jfaceex has a Bundle-ClassPath that references a few JARs that are only then provided in fragments. There's probably not an ideal solution to this - it may be best to just not include inner dependencies for JARs that aren't included in the bundle.
