Save as Template with make Image persistent enabled doesn't work

Description
When trying to save the VM Template with Make the new images persistent check-boxed an image comes out with non-persistent mode.

To Reproduce

1. Instantiate a VM Template
2. Poweroff the VM.
3. Press the Save VM Template button and make sure that the "Make the new images persistent" has been marked.
4. Check the image persistency.

Expected behavior
An Image(-es) must be Persistent if Make the new images persistent has been marked.
