front: operational studies: UI of import timetable button should tell it can import NGE file

What is this feature about?

In operational studies, the timetable import button (hoverred in screenshot) offers the capacity of importing timetable files (leading to automatic reticular view) but also reticular files (NGE format).
The double capacity is currently completly hidden and undiscoverable (importing reticular in NGE component is discarded).

Ideas:

• improve hover caption (mention capacity for timetable + NGE reticular format)
• improve exports to be able to contain both reticular and timetables (quite misleading to import 2 different files in the same place)

Why is this feature valuable?

As a newbie on NGE this mislead me, and I know some don't know it's even possible to import NGE files from there.

• I think "Import trains or network graphs" is enough ("Importer des trains ou des réticulaires") since the difference betweeen trains and timetables is not that clear
• Export will change after https://github.com/osrd-project/osrd-confidential/issues/1103 to take nodes and notes into account, so I think it answers you 2nd idea
