Follows concept as replacement for manages user

Would be nice to create follows graph that could represent the organization structure. This could then be used to create hints that answers the questions:

• Whom closest to me has access to the function i need to run
• Whom closest to me has access to grant me the function i need to run

This could then be used to delegate access granting to people responsible instead of the central it organization.
