Screenreader for active polls

Current behavior
It is rather hard to recognise with a screenreader that there is an open poll and if two or more polls are active the redirection is suboptimal

Wanted behavior
Without changing the appearance the banner should be a h1
And if more than two polls are active (two polls in different modules e.g. a topic poll or a motion poll) then the redirection link should be to the autopilot and not .../polls

Reproduction:

1. sett yourself to present (upper right corner and the present)
2. go to a motion detail page
3. create a poll where you can also participant in
4. navigate to election detail page
5. create a poll where you can also participant in
6. look at the banne above
7. The banne should be in h1
8. if you now press on the banner you should navigate to the autopilot
