Add auto-tuning script

Input

• winch parameters like nom_power, max_v_ri, max_v_ro, max_force, max_acc
• tether parameter min_length, max_length, diameter, etc
• kite parameters area, mass, CL, CD
• wind speed, cross-wind speed, wind profile, turbulence intensity, gust

Output

• a yaml file with the optimal controller parameter
• crest factor of the force
• crest factor of the power
