Move shared workflows to organization repository

Moved claude.yml and issue-triage.yml to the organization-wide
github-workflows repository to enable sharing across all repos.

These workflows are now available at:
https://github.com/OpenSwiftUIProject/github-workflows

Repositories can reference these shared workflows using:
uses: OpenSwiftUIProject/github-workflows/.github/workflows/[workflow].yml@main
