Explain tables of contents as irrelevant content

Following the comment of Kissaki https://github.com/OpenTermsArchive/contrib-declarations/pull/826#discussion_r1141013921 it seems judicious to explain why we prefer to delete the tables of contents of the versions on the irrelevant content section of [usual noise](https://docs.opentermsarchive.org/guidelines/declaring/#usual-noise) documentation.
