ST2022-7 video receiver does not meet requirements for Class D: Ultra Low-Skew

This bug is related to issue #1242.

Video frame cannot be reconstructed with only ~5us path delay between primary and secondary video streams.
The minimum requirement is to support 150us delay, see page 7 in st2022-7-2019.pdf

Test setup

MTL config local_rx_1v_broken.json

Tested against main branch b4c1020 ("Ci: Ensure required tasks always run (#1314)", 2025-11-06)

Here is the resulting log mtl.log
MTL: 2025-11-14 09:40:19, RX_VIDEO_SESSION(0,0): incomplete frames 600, pkts (idx error: 0, offset error: 0, idx out of bitmap: 0, missed: 555283)

All frames are incomplete, no reconstructed frames.
