Option to deploy local STT

An option should be available via the TUI to allow a user to setup a local STT server.

This will leverage the https://github.com/OpenVoiceOS/ovos-docker-stt repository for the container part but should be also available as Python virtualenv.

maybe consider also providing default plugin configs to offer, eg, different STT models/plugins per language. perhaps for the Doom milestone

and i suppose an option to run this on device instead of using the servers should also be offered
