hfence support for xs-gem5 #702

Describe the bug
xs-gem5 lacks support for hfence.vvma/gvma,while gem5 main-stream already supports it.
To Reproduce
use /nfs/home/liuhaoyuan/Documents/git/riscv-hyp-tests/build/nemu/rvh_test.bin or any bin file that contains hfence inst.
Expected behavior
hfence should be legal instruction
Error log or Screenshots
gem5 report hfence illegal instruction
vvma is supported by gem5 main-stream
Necessary information on versions
all default, newest pull.
