fix(app): fix custom labware crashing labware setup (#18495)

Closes RESC-462

When rendering certain custom labware on the deck in the updated setup labware tab, we are only grabbing definitions for Opentrons labware and not all potential run labware (ie, custom labware). We need to grab all labware definitions utilized in the run.
