In `library`, add navigation bar / toolbar top / toolbar bottom components

Description

Implement navigation bar component.
Navigation bar must be considered as a top app bar, a SwiftUI toolbar which can be configured.
SwiftUI components will be used.

• Add last tokens [Tokens] Integration of System OUDS v2.2.0 #1133

• Implementation of component for iOS 26+
• Implementation of component for iOS < 26
• Write documentation
• Update design toolbox (dedicated page for component)
• Integrate in design toolbox
• Tests with iOS (portrait, landscape, iOS < 26, iOS 26+)
• Tests with iPad OS (iPadOS < 18, iPadOS 18, iPadOS 26+)
• Tests with macOS
• Tests with visionOS
• Write snapshots tests if possible
• Write UI tests (to test navigations)
• Update AGENTS.md
