Fix new complaint updater #9
Description
The new complaint updater currently follows the "OPA Complaint Tracker" dataset but because the dataset is only updated once a day it seems like some complaints might get lost. A more reliable way to track new complaints would be to use the "Office of Police Accountability Complaints" dataset that the ClosedInvestigationUpdater uses and sort by received_date descending
