At present the ID field for the DepartmentMetadata object only uses a three character identifier for each department which is gonna get confusing and there's gonna be a lot of over lap eventually so we should update this to be something a little more unique like full city name - state code probably.

e.g. auburn-wa

This should probably be reflected in the URI path as well, auburn-wa instead of just auburn.
