Can editing of published content items be restricted?

I have the permissions for the contributor role set so they can only save as draft, they cannot publish an item. The administrator reviews the items and publishes them. Once the administrator publishes an item, they do not want the contributors to be able to edit it any more. Is that possible?

Best I can tell I don't think this is currently possible. I would like to build something to do this either as a contribution to OrchardCore or as my own module. Is this something the Orchard Core team is interested in?

If so, would it be added as a common permission by adding a Permission called something like EditPublishedContent to src/OrchardCore/OrchardCore.Contents.Core/CommonPermissions.cs?

If not, does anyone have any guidance on how to implement something like this as a module?
