Unallowed extension not be able add through recipe into orchard media library

I want to add .htm file into orchard core and keep getting errors extension not allowed. I have add .htm extension into AllowedFileExtensions in the recipe

Here is the part setup the file in the recipe.

So any idea how to solve this.
