How to fix data protection files

I deleted the following folders under a tenant (Tenant1) folder a few days ago and initially found no problems, but today I found that the user's information was always empty when the user was authorized through OpenId

At present, the Code Flow of the other tenant (Tenant2) has no problems with the same code

I have compared the OpenId application Settings of the two sites and there is no difference

What could be the problem? Where should I tackle this problem?
