How much is bad use a recipe with hard coded ContentItemId?

I have some content item that could be useful to update in future. This content items are used in every tenants. To update them I believe to use a recipe with same ContentItemId. I would like to understand how much is bad to use a recipe with hard coded ContentItemId? What are the risks?
