Is there a supported way to prevent bulk delete for reserved content items?

We have a custom content type called HRStatus used as a master/status configuration.

Example HRStatus items:

• Approved
• Rejected
• Declined

These are system-reserved statuses and must never be deleted by admins.

Problem

Orchard Core allows these items to be deleted using Bulk Delete from:

Admin → Content → HRStatus → Select multiple → Delete

We explored multiple extension points:

• ValidateContentContext / ValidateContentPartContext (not executed during delete)
• ContentHandler delete events (no way to cancel gracefully)
• Throwing exceptions in RemovingAsync (No blocks delete)

There appears to be no supported mechanism to intercept, validate, or prevent bulk delete operations based on business rules.

Question

Is there any supported way in Orchard Core to:

• Prevent bulk delete for specific content items (e.g., reserved HRStatus values)?
• Apply business-rule validation before delete executes?
• Gracefully block delete without throwing exceptions?

If not, is there a recommended pattern or future plan to support this scenario?

Why This Matters

• Prevents accidental deletion of critical system/master data
• Enforces business rules consistently
• Avoids exception-based flow control
• Improves admin UX and platform safety

I added a Cancel option to PublishContext; you can do the same thing for RemoveContext

Thanks for the clarification, that makes sense.

I was able to add a Cancel flag to the remove pipeline and prevent deletion successfully.
However, I’m seeing one issue related to user feedback.

I created a content type called CaseStatus and implemented a CaseStatusHandler to prevent deletion.
The items are correctly NOT deleted when Cancel is set, but the admin UI still shows a success message,
for example: “CaseStatus has been removed.”

This happens for both single delete and bulk delete, even though the deletion is cancelled.

Could you please advise how the success message should be suppressed or replaced when delete is cancelled?
Is there an existing pattern (similar to publishing) to handle this scenario correctly?

It should display a message that the deletion has been cancelled. Second, add a Cancel property to the PR that I'm waiting for or I will do it :)
