Placements don't work for CustomUserSettings_SummaryAdmin

Describe the bug

I've tried adding CustomUserSettings to the list view by SummaryAdmin. Looking at #12453 (comment) and trying out for my self, this works for DetailsAdmin and Editor, but not for SummaryAdmin.

1. Enabled "Placement" feature
2. Add placement for CustomUserSettings shape

3. Create Admin Template for CustomUserSettings_SummaryAdmin

Expected behavior

The template should be rendered in the User list items but isn't.

It feels like you are trying to add something to the list (or a list element) instead of trying to override how a list element is rendered. To check that, setting "Header:10" means "moving" something there, so without this placement do you already see this shape? If not then moving it won't do anything.

Can you confirm that you are trying to display something coming from a custom setting to the list only?

Can you confirm that you are trying to display something coming from a custom setting to the list only?

I'm trying to display anything at all :) Custom Settings included.
