Contact form messages not going through, despite success status message

Describe the bug
A patron reported on 8/9/22 that they tried the contact form and it came back undeliverable.
I tried a test submission at approx. 1:05pm, the contact form said it was a success, but no mail came through to the inbox as of 2pm, and no bounce back message yet (though I know those can be many hours later, while it retries).

To Reproduce
Steps to reproduce the behavior:

1. Go to https://oregondigital.org/contact
2. Fill out form
3. Submit
4. Wait

Expected behavior
Contact form sends an email
