Operator fee is 100x less than it should be

Issue description

The operator fee set during node creation is 100x less than the actual operator fee.

Expected behavior

Choosing 5 op fee during installation of node should result in 5% op fee.

Actual behavior

Choosing 5 op fee during installation of node results in an op fee of 0.05%

Steps to reproduce the problem

1. Use the installer
2. Select 5 for operator fee
3. Look on staking.origintrail.io that op fee is 0.05%
