Update the `cf` module with latest clix-meta

The last clix-meta release was done in November 2023 : https://github.com/clix-meta/clix-meta/releases/tag/v0.6.1

Our cf module, which implements these indices, has not been updated since 2022 (?).

Potential Solution

Implement the differences and new indices.

I began some work in branch upd-clix-0.6.1... and it morphed into a refactor...

My goal is to move all "index functions" from clix-meta out of the generic.py module, to a clix.py so they can use the exact definitions the clix-meta gives, which is not exactly similar to xclim's own vocabulary. Doing so, I renamed and removes generic functions from xclim, so it became a much more breaking PR than expected.

I suggest to move the milestone further, allowing me to include this in a larger "refactor" where the "generic" module is made a bit cleaner. I would include work towards #1174 and #744.
