Adopt a policy on generative AI contributions

This is starting to become an issue in some projects within our software stack.

We currently have no explicit policy for contributions coming from generative AI. As it stands currently, some of the primary developers have, at times, used AI assistance in the form of IDE autocomplete using (e.g. GitHub Copilot, Codeium). This policy would be for more comprehensive contributions that are more within the domain of prompt-directed outputs (e.g. Claude).

It would be great to have an explicit statement on whether we accept these contributions, and if so, what do we demand that users specify in the contributions?
