Move over to askama templating

Tera is more then fine for now but does have three core disadvantages:

- It is quite a lot slower to askama comparatively
- Compiled templates are useful for removing a release-time directory, which tera needs
- Tera does not come with it's own `url_for` and we use a custom iffy implementation currently
