Add Oxygen to Techempower

Adding Oxygen to Techempower's benchmarks would provide visibility to the package as it would make it the only Julia package there, plus it would also give us a good idea of where we are with respect to other languages and give insight into what we're lacking

I just did a simple port of the HTTP.jl benchmark. Anyone interested can add other bench.
