Update for v1.3 artifacts, tag release?

Not sure this is still under development but I wanted to use it. Any plans to update for the new artifact system?

What version Bertini is being used here? I had a look at the license of v1.6 available at https://bertini.nd.edu/download.html and it's a custom license with a lot of restrictions. I'm not sure distribution of precompiled binaries meets their conditions, which wouldn't allow us to use the artifacts system. Version 2 (https://github.com/bertiniteam/b2) instead is under GPLv3, which is fine
