Release 10.45

I have made a branch for the 10.45 release.

As promised, I am making "essential only" changes compared to 10.45-RC1.

I have backported exactly four changes that have been made on master since the RC1:

The CI checks are green. The changes are safe as far as I'm concerned.

I have gone through all the other changes on master since the RC1, and I don't believe any of them to be essential.

I will proceed with the release this week. It's not a big thing - I just wanted to give people a chance to say anything, if you want to.

I've just uploaded 10.45-1 to Debian unstable, which should allow plenty of time for it to get into the forthcoming trixie release.

Congratulations to @NWilson and everyone else who has worked on this release, especially on the new class-handling facilities (that I was shying away from) and updating the infrastructure (which I am bad at managing). Many thanks to all of you for carrying on my project so enthusiastically!

Thank you Philip, I'm delighted to continue your work! I have various small plans for things I can add this year.
