Fix Dockerfile build failures and update Ubuntu image to pdal 1.8

The Docker images previously failed to build due to migration of PDAL Alpine images from pdal/pdal to pdal/alpine and Ubuntu images from pdal/ubuntu to pdal/pdal.

This change retains the Alpine image at PDAL 1.7.1 and updates the Ubuntu image to PDAL 1.8.
