Maybe bug in TELNET client NCP mode. #2351

TELNET in NCP mode hits an %LSSYS:

TELNET>NCP protocol (not TCP)
TELNET>Open connection to 6
 Trying... Open
IOCERROR: NET: loc soc = 1003, host = 0, frn soc = 200
   - CHNL IN ILLEGAL MODE ON IOT
6656>>.CALL 15401 (SIOT)

This is after the connection has been set up, and the first text data is being transferred. I hypothesize this is not due to a problem with the NCP implementation in ITS or my own stack, because the UT telnet client receives the expected banner text:
