🩹 [Patch]: Update Dependabot configuration to include labels for GitHub Actions (#117)

## Description

This pull request makes a small configuration change to the Dependabot
settings by adding default labels for GitHub Actions updates.

* Added `dependencies` and `github-actions` labels to all GitHub Actions
updates in `.github/dependabot.yml`
