Hello, i'm using the lates pandas==2.2.3 and python 3.12.10 and it raises an error: ERROR: Failed to build installable wheels for some pyproject.toml based projects (pandas) when i try to pip install paddleocr==3.0.0

Hello, I successfully created a Python 3.12.9 environment using conda. You can try running pip install pandas==1.5.3, and then pip install paddleocr. If that doesn’t work, you might need to downgrade Python to 3.12.9 or below.

Pandas 1.5.3 which is required by PaddleX (dependency from PaddleOCR) is not compatible with Python 3.12. This does only work if you have a working C Compiler installed so it can be build from source.
This is a big issue and mentioned here and here.
PaddleOCR 3.0.0 is in this state not compatible anymore with Python 3.12.
The current solution is to set up a venv with Python 3.11 and install it there.
