Standard Moodle capability not defined

I'm testing on Moodle 4.5 and 5.0 and am seeing this warning.

The tiny panoptoltibutton plugin does not define the standard capability tiny/panoptoltibutton:use

This was only half resolved in the latest release, the permission was created but the language string for it is missing

And I navigate to "Users > Permissions > Capability overview" in site administration: debugging() message/s found:
Invalid get_string() identifier: 'panoptoltibutton:use' or component 'tiny_panoptoltibutton'. Perhaps you are missing $string['panoptoltibutton:use'] = ''; in /var/www/html/lib/editor/tiny/plugins/panoptoltibutton/lang/en/tiny_panoptoltibutton.php?
