Access tuner has no access to Kerberos Grav Gen airlocks

What did you expect to happen?

I expected the gravity generator airlocks to open with my access tuner.
While trying to reproduce this bug running a local server I noticed you can't open them while wearing a captain's ID either.

What happened instead?

(No, the wires were not cut nor hacked with a multitool)
Instead I got this message:
"The access tuner does not have access to this door."

Why is this bad/What are the consequences?

It is bad because the Access Tuner should have access to this room just as it has access to the vault airlocks.

Steps to reproduce the issue:

1. While in Kerberos, head to the grav generator foyer airlock.
2. Spawn an access tuner and try to open the airlock with it.
3. Be greeted by "The access tuner does not have access to this door."
