Screwdriver not repairing IPC internal body parts

What did you expect to happen?

screwdriver would repair the internal components.

What happened instead?

It gave the text for success. but did not repair the damage
You can even fail to repair and cause more damage with it.

Why is this bad/What are the consequences?

Not being able to repair IPCs when when the text says you can is really bad for IPC players ability to live.
Also confusing if nanopaste is actually supposed to be the only way to do it

Steps to reproduce the issue:

1. cause damage to an IPCs internal components
2. open up the IPC with surgery and attempt to repair with screwdriver
3. get screwed over by your screwdriver
