Disposal pipes not being recycled #31723

Issue Description
Attempting to use the recycle function on a rapid pipe dispense and clicking directly on the pipe doesn't recycle it (still works if clicking the tile it is on).
What did you expect to happen?
Recycle the pipe.
What happened instead?
doesn't recycle the pipe and if on a tiled floor it says "You can only attach the pipe if the floor plating is removed." and if on a non-tiled floor it says nothing and doesn't recycle it.
Why is this bad/What are the consequences?
Not intuitive with any other pipe that can be dispensed.
Steps to reproduce the issue.
- place disposal pipe (of any type).
- Swith the Rapid Pipe Dispense to recycle (RPD).
- (make sure it is unwrenched) click directly on the pipe with the RPD.
When did the problem start happening?
Only noticed it recently, don't play engineering that often.
