chore: remove stale AI/IDE config dirs and consolidate specs into docs/

- Delete .gemini, .idea, .qwen, ai_reference (stale AI/IDE tooling configs)
- Delete GEMINI.md, QWEN.md, WEBUI_REFACTOR_SPEC.md (outdated docs)
- Delete .eslintrc.json, eslint.config.js (replaced by Biome)
- Delete jest.config.js, knip.json (replaced by .cjs equivalents / in-house tooling)
- Move ai_specs/CAMERA_PRIORITY_SPEC.md and webui-push-notifications.md -> docs/
- Move ai_specs/archive/* -> docs/archive/
- Remove now-empty ai_specs/ folder
