CT Parking Files (#322)

This PR includes:
- Starting the map in `stratford-center`
- Two typo fixes in the `city-stats.json` file (only listing the full
name here, the id_name was also updated)
- "Darien - Norton Heights" --> "[Darien - Noroton
Heights](https://en.wikipedia.org/wiki/Noroton_Heights,_Connecticut)"
("Noroton" is the correct spelling)
  - "Norwich - Downtwon" --> "Norwich - Downtown" (typo in "Downtown")
- Parking maps files and boundaries updated based on the latest ZIP
files sent via email with some updates to filenames to match
`city-stats.json`, fix typos/extra whitespace, and match naming
- "Norwalk - Merrit 7.geojson" --> "Norwalk - Merritt 7.geojson" (added
missing "t")
- "Redding - Station. geojson" --> "Redding - Center.geojson" (matched
`city-stats.json`)
- "Shelton - Bridgeport Avenue.geojson" --> "Shelton - Bridgeport
Ave.geojson" (matched `city-stats.json`)
- "Milford - Center.geojson" --> "Milford - Downtown.geojson" (matched
`city-stats.json`)
- "New Haven - Downtown .geojson" --> "New Haven - Downtown.geojson"
(removed trailing space)
- "Vernon - Rockville .geojson" --> "Vernon - Rockville.geojson"
(removed trailing space)
- "Sterling - Center.geojson" --> "Sterling - Oneca.geojson" (matched
