Add action to claim workshop imported blueprint as yours

With ffd866e we know who owns a steam account and its user id. With the scraper we can scrape that user id and match it to a nexus user. Still has to be a manual action. Don't want to promote the behaviour of "I'll only upload to workshop, will sync to nexus automatically".
