Option to send emails for failed heartbeats & other integration issues #5193

Describe the feature
ServiceControl has the ability (exposed through ServicePulse) to send emails when ServiceControl has issues with disk space or other technical concerns for ServiceControl. There should be additional options for sending emails when any of the integration events occur, such as for failed messages or heartbeats not received.
- Related to Add webhooks support for ServiceControl alerts and events #2495 but at a more basic level since ServiceControl already has the capability to send emails.
