Many of the settings for the default instance are simply prefixed with SERVICECONTROL_. I misunderstood the intent initially and thought that these settings are applicable to all instances. The Monitoring and Audit instance settings are more specific and start with MONITORING_ and SERVICECONTROL_AUDIT_ respectively. Even this is very inconsistent though.
