can't open pastebar

Hi! I don't know much about github but I have paste bar downloaded on my windows 11 laptop (ive provided a screenshot of the specs) and i am unable to open pastebar. Ive tried from both start menu and the pinned app in my task bar but when i click it, nothing happens - no sound, no pop-up nothing :(
I redownloaded it this morning from this page as well
