Supports GHEC and not GHES

Describe the bug
When trying to use the action in GHES then by default GitHub cloud api is used and there is no way to overwrite it to use GHES api endpoint instead

Expected behavior
When using GHES then should be possible to include GHES API endpoint

@madkoo @tvishwanatharkin Could you please try with version "v5.2-beta" ? the documentation is here in below link/branch. remember you need to additionally supply your GHES End point.
