Intelligent Restarts for Config Changes

It is frustrating that the config updates automatically restart the server when sometimes it is not needed.

I believe there to be two categories of config knobs:

1. Those that need a restart to be applied
2. Those that don't need a restart

For # 1 types it would be great if I could decide not to restart the server. My use case is if I want the changes saved, but there are more to come and I want the user to have a good experience well they are input.

For # 2 types it would be great if the server knew not to restart.
