Plugin should occasionally put director decison info into transfer ad

The plugin should occasionally request the director for it's decision information and put it into the transfer ad. It should be configurable with a parameter indicating the frequency (as a percentage) of how often we should do this. We should insert this as a top level field in the DeveloperData part of the transfer ad.
