HTTPS Gets are non deterministic when there is a space #3071
Description
I have observed when requesting a file with a space and or hidden characters some variety of the responses are returned with a 403 response.
For example: https://osdf1.chic.nrp.internet2.edu:8443/ospool/ap40/data/cannon.lock/AP%20Map%202025_01_30%20Via%20Jason%20Data.png
This is not determined by cache, I have reproduced on many caches.
When I found this issue I was testing using the authz url param to pass in the token. I am not sure if the file being protected in the first place matters.
I have noticed that once the cache responds without a 403 the issue is resolved for future requests within the 20 minutes I was poking around on things.
