[FR]: Support for Spotify playlist local files.

Description

We should have a toggle for allowing Spotify local files through Spotify playlists. LavaSrc for Lavalink handles this by sending the songs like normal, but setting uri & isrc to null and identifier to local. This will allow many users who rely on local files to listen to music not on the platform.

Reason

Many users rely on Spotify local files to listen to songs they enjoy that aren't on the platform. This was also a feature previously in NL, and not sure when it got removed and for what reason.
